Instruments subject to affirmative procedure: The Committee will consider the following— Antisocial Behaviour (Fixed Penalty Offences) (Miscellaneous Amendment) (Scotland) Order 2026 (SSI 2026/Draft) 3. Lobbying (Scotland) Act 2016: The Committee will consider motion S6M-20942 relating to the Lobbying (Scotland) Act 2016 (Modifications) Resolution 2026. 4. Children (Care, Care Experience and Services Planning) (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2. 5. Non-surgical Procedures and Functions of Medical Reviewers (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2. 6. Visitor Levy (Amendment) (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2. 7. Restraint and Seclusion in Schools (Scotland) Bill: The Committee will consider the delegated powers provisions in this Bill after Stage 2. 8. Northern Ireland Troubles Bill (UK Parliament legislation): The Committee will consider the Legislative Consent Memorandum and the Supplementary Legislative Consent Memorandum, and powers to make subordinate legislation within devolved competence in the Bill. 9. Quarterly report: The Committee will consider a draft report for the parliamentary quarter from 18 November 2025 to 26 January 2026.
